Since incorporation NSEL has developed an expertise in education planning. The firm presently advises the Ministry of Education ("MOE") on site acquisition and the designation of new schools around the country. Examples of work for the MOE include:
| • |
The Board of Inquiry hearing into the New Zealand Transport Agency's (NZTA) proposed Waterview motorway connection project in Auckland. The MOE was concerned about the adverse effects the construction and operation of the motorway connection would have on Waterview Primary School. The school's roll had fluctuated following 10 years of uncertainty concerning the proposed route of the motorway. NSEL prepared the school's case, negotiated mitigation measures, drafted a settlement agreement and represented the MOE at the hearing. During the hearing NSEL successfully negotiated mitigation agreement with NZTA worth approximately $3,000,000. |
| • |
The designation of a new secondary school, and a plan variation affecting the designation site, at Rototuna in north Hamilton. NSEL prepared the MOE's case, represented the MOE at hearing and successfully negotiated the conditions of the designation with council. |
| • |
The proposed designation of a new secondary school in proximity to the Queenstown Airport. The proposed site is subject to numerous plan changes and another notice of requirement. There are a total of 14 related Environment Court appeals. The MOE did not join these proceedings within time. NSEL has successfully joined the MOE to all the proceedings, managed due diligence investigations and assisted the MOE in negotiations with potential vendors. |
"NSEL bring a very strategic and commercial approach to the acquisition and designation of land for new schools. They provide strong leadership, and their advice is well researched and communicated. A particular strength is that NSEL remain focused on the client's desired outcomes when matters proceed to local authority hearings or the Environment Court. The fact that they value relationships and are an incredibly friendly team is simply icing on the cake."
